Munnelly Group strengthens talent strategy with Board-level move

Munnelly Group has strengthened its talent strategy with the appointment of Matt Duck as group board director – people and culture, giving the function a dedicated Board-level focus across its eight businesses.

Duck has 25 years’ experience across construction, retail and financial services.

He joined the company in a consultancy role before becoming group director of HR in 2023.

During his time with the business, he has relaunched its reward and recognition strategy, enhanced employee relations processes, and delivered leadership development programmes.

In his new role, Duck will oversee the people and culture function across the group’s specialist businesses, including Munnelly Support Services, Guardior, MacRail, Bishopsgate Group, City Calling, Weston Analytics, Bridgehead Consultancy and Severn Partnership.

The move forms part of Munnelly Group’s long-term growth framework, Target 2030.

It aims to strengthen leadership capability, culture and workforce investment.

Deloitte’s 2026 Global Human Capital Trends report found seven in 10 business leaders now see speed and adaptability as their primary competitive strategy over the next three years, underlining the importance of workforce capability.

PwC research also highlights wider workforce pressures, with 83 per cent of UK workers saying wellbeing affects productivity, while 79 per cent of businesses see skills shortages as a threat to competitiveness.

Chief executive officer Paul David Munnelly said the appointment reflected the importance of its people strategy.

He added: “This new role with a specific Board directive will enable us to drive forward with confidence as we continue to grow the business through investment in our people and exemplary culture to promote our core values of trust, collaboration and innovation.”

Duck said: “This is a pivotal time for everyone connected with the business as the people and culture function prepares to deliver a journey of growth across the group.”

For the year ended 31 December 2025, the group posted revenue of £167 million, supported by pre-tax profit of £1.5 million and £2.2 million EBITDA.

The year also saw long-term CEO Phil Munnelly move into the role of chairman, with his son Paul David Munnelly, succeeding him as chief executive.
