Plans for a major new waterfront neighbourhood in Barrow have taken a decisive step forward after Westmorland and Furness Council appointed Muse Places as strategic development partner for the Marina Village scheme.
The deal, agreed by cabinet this week, will see Muse working through the English Cities Fund to bring forward around 1,350 new homes alongside public open space and a nature conservation area on land next to Barrow’s historic docks.
A pre-development services agreement will kick off early design, planning and funding work ahead of a full master development agreement covering long-term delivery. The council has opted for a master developer model to coordinate infrastructure, quality and place-making across the site.
The project is closely linked to the Team Barrow regeneration programme and growing housing demand driven by expansion at BAE Systems’s shipyard.

Significant public funding is already being invested to prepare the site.
Work is under way to remediate a 19-hectare second phase, backed by £25m of Brownfield, Infrastructure and Land funding from Homes England.
An earlier six-hectare remediation phase was completed in November 2023 using £5.5m from the Government’s Getting Building Fund via Cumbria LEP.
Phase two includes ground remediation, utility diversions and infrastructure works, including the realignment of Cavendish Dock Road and the temporary relocation of the council’s Salthouse Road waste depot.
Muse was appointed via the Developer Led Framework managed by Pagabo, with the next stage focused on shaping the masterplan and unlocking further phases of development.
