The Defence Infrastructure Organisation is planning to split its next-generation military housing maintenance contracts in a move that could reshape bidding for one of the UK’s biggest public sector property services deals.
Fresh market engagement documents reveal the Ministry of Defence property arm is considering breaking apart planned maintenance and capital works from day-to-day repairs and maintenance under its £6.6bn programme for Service Family Accommodation.
The proposed change marks a significant shift from the current bundled approach and is designed to attract a wider range of specialist contractors while boosting opportunities for SMEs.
The programme covers responsive repairs, refurbishment, capital regeneration works, statutory compliance services and grounds maintenance across military family homes throughout the UK.
DIO said it is “exploring disaggregating these requirements into multiple separate contracts, in particular separating Planned Works from Repairs and Maintenance.”
The authority is now testing the market before finalising its procurement strategy, pricing model and lotting structure.
Officials are also seeking views on contract management arrangements, the preferred form of contract and supplier appetite before launching the competition.
The contracts are expected to run from March 2029 to February 2036, with options to extend until February 2039, giving a potential 10-year term.
Interested firms have until 22 October to take part in the preliminary market engagement, although expressions of interest for the supplier briefing close on 15 July.
An online supplier event will take place on 22 July and 28 July before questionnaires are submitted by the end of July.
Formal procurement is expected to start in January 2027, with the tender notice scheduled for publication in early 2027.
