Kier overhauls top team as infrastructure arm launched

Kier Group has recast its senior leadership team and launched a new Infrastructure division  to sharpen its growth strategy

The contractor has fused its Transportation and Natural Resources Nuclear & Networks businesses into a single Kier Infrastructure arm, creating a consolidated powerhouse spanning roads, rail, aviation, water, energy and environmental work.

The shake-up is designed to put Kier in prime position to capture work flowing from the Government’s 10-Year Infrastructure Strategy and looming asset renewal programmes, covering major project delivery alongside long-term maintenance and repair.

The new Infrastructure division will be led by Joe Incutti, previously group managing director for Transportation.

Alongside the divisional shake-up, Kier has confirmed a series of executive changes as it heads into 2026.

  • Chief financial officer Tom Hinton and group managing director for construction Martin Staehr join the executive committee this month.

  • Louisa Finlay steps up from chief people officer to become group chief operating officer, taking on responsibility for digital transformation while retaining oversight of health, safety, wellbeing and sustainability.
  • James Askew has been confirmed as group commercial director, joining the executive committee with responsibility for commercial, procurement, pre-construction and business development, alongside Kier’s 360 operating approach.
  • Abi Cooke moves into a new group role as chief of staff to chief executive Stuart Togwell, having previously led strategy at Kier Places.

Chief executive Stuart Togwell said the changes put the group in a strong position heading into the new year, describing the combined Infrastructure division as a “natural next step” that strengthens Kier’s ability to serve clients across its core markets.
