Jacobs, Mace Consult, and WSP have been selected alongside 219 other suppliers for the Crown Commercial Service’s (CCS) new £1.7 billion Management Consultancy Framework Four (MCF4).

The framework, valued at a revised £1.7 billion over two years, is designed to provide management consultancy services to the UK public sector.
MCF4, designed to provide management consultancy services to the UK public sector, replaces the £3.6 billion MCF3, which concludes its four-year term tomorrow (23 August).
It covers specialisms including infrastructure, procurement, and supply chain, offering services to government departments, local authorities, and housing associations.
Initially valued at £5.7 billion through 2029, the framework’s value has been revised.
A CCS spokesperson said: “The Management Consultancy Framework Four agreement will now have a maximum ceiling value – not a committed amount of spend – of £1.7 billion and a duration of two years, though contracts called off from the framework may continue beyond the life of the framework.
“This will enable us to better support the strategic objectives of the new government.”
Now running until July 2027, the MCF4 spans 10 lots – business, strategy and policy, complex and transformation, finance, HR, procurement and supply chain, health, social care and community, infrastructure, environment and sustainability, and restructuring and insolvency.
Forty-five suppliers won places under the infrastructure lot, covering sectors like highways, rail, and towns and cities. The winners are:

Suppliers were required to show a commitment to social value and a carbon reduction, including a net-zero commitment.
Jon Kelly, strategic growth director at WSP, which secured spots on three lots, said: “This framework provides a significant opportunity to partner with public sector clients on their most complex programmes, helping to deliver innovative, sustainable, and cost-effective solutions that benefit communities across the UK.”
